After Hours Work - February 24 through February 26

IMCO General Construction has received approval to perform pile driving and carpentry activities at the Des Moines Marina after normal working hours beginning today, February 24, and extending through Friday, February 26. The specific activities listed below all require the lower tide levels that occur during the evening hours this week.

Pile Driving adjacent to the Marina’s Guest Moorage Area: 8:00 a.m. to 8:00 p.m.:
In providing approval for IMCO to perform pile driving activities after normal working hours, City of Des Moines Development Services stipulated the following conditions must be met:
1. The construction site (pile driving area) must be completely shut down for the day, to include turning off the construction lighting, by 8:30 PM each night.
2. The contractor is required to comply with all noise requirements established by the City’s Municipal Code and WAC 173-60.
3. Construction lighting shall be directed away from the residential areas and limited to lighting need to safely illuminate the work zone as established by industry standards.
4. Daily noise monitoring reports demonstrating compliance with the City’s Municipal Code and WAC 173-60 must be provided to the City the next day following each night of work.

Concrete Pile Cap formwork (carpentry) on the waterside of the new bulkhead: 11:00 a.m. to 11:00 p.m.:
Based on a review of the tide charts and the nature of the proposed work, the City of Des Moines Building Official approved a modification to the City’s “Hours of Construction” provided the following conditions are imposed:
1. Construction lighting (see 3. Above)
2. When work will occur after 7 p.m., all efforts will be made to stage materials near the work zone prior to 7 p.m. in order to reduce the use of construction equipment required to utilize back-up alarms.
3. Compliance with State of Washington noise ordinances (WAC 173-60-40/WAC 173-60-50).
4. When work occurs after 10:00 p.m., the Contractor shall take periodic noise readings to ensure compliance with the requirements of WAC 173-60-040.

POSTPONED: Marina Office Parking Lot Closed Wednesday and Thursday

2/24/2010 UPDATE:  Work will be postponed until later date TBD.

IMCO will be shutting down the south side of the Marina Office "horseshoe" parking lot tomorrow afternoon, February 24, through Thursday afternoon, February 25, in order to install the 84” storm drain manhole and 36” reinforced concrete pipe. 

The construction access gate on Dock Ave. S. will be closed at the north end of the dry sheds.

Pedestrian access to the Marina Office, M-Dock, N-Dock and Guest Moorage will be though the east side pedestrian walkway opening by the boat storage yard.

No Construction Work Saturday, but Extended Hours Next Week

IMCO General Construction will not be working tomorrow, Saturday, February 20, as originally planned.

However, IMCO has received conditional approval to perform pile driving activities from 8:00 a.m. to 8:00 p.m. next week beginning Wednesday, February 24, through Saturday, February 27. City of Des Moines Development Services have granted approval with the following conditions:

1. The construction site must be completely shut down for the day, to include turning off the construction lighting, by 8:30 PM each night.

2. The contractor is required to comply with all noise requirements established by the City’s Municipal Code and WAC 173-60.

3. Construction lighting shall be directed away from the residential areas and limited to lighting needed to safely illuminate the work zone as established by industry standards.

4. Daily noise monitoring reports demonstrating compliance with the City’s Municipal Code and WAC 173-60 must be provided to the City the next day following each night of work.

Water Shut-Off from J-Dock to N-Dock on Monday

Due to construction of the 36" storm drain in the immediate vicinity of the water main just south of the Marina Office, water to J-, K-, L-, M- and N-Docks will be shut-off on Monday, February 22, from 9:00 a.m. to 5:00 p.m.

Access Changes to M/N Docks and Guest Moorage

Beginning Monday afternoon, February 22, access to the M-Dock, N-Dock and Guest Moorage area will be via the N-Dock ramp.  There will be a temporary walkway from the Marina Office breezeway south along the bulkhead to the N-Dock ramp.  The Guest Moorage ramp will be temporarily removed in order to install sheet pile through the area.

Please contact the Marina office if you need assistance in accessing M, N, or Guest Moorage docks during this time.  Thank you for your patience with the on-going construction and resulting access changes.

Scheduled Power Outages - Dry Sheds

Underground utility construction work at the Marina will require a scheduled power outage to the exterior electrical outlets at the two dry shed buildings.  Power will be off to the west dry shed building beginning today and the east dry shed building beginning early next week.  The duration of the scheduled outage will be approximately one month.

Due to construction activity, the Marina Fuel Dock is tentatively scheduled to be closed on Tuesday, February 23, and Wednesday, February 24.

Dear Marina Neighbors and Friends,

Extended Hours Request for Week of February 22 Under Review

IMCO General Construction has requested approval to work extended hours for the week of February 22, 2010.  Installation of the steel sheet pile and concrete pile cap formwork requires work to be done at lower tide levels.  If the request is approved, pile driving crews and carpenter crews will be working between the hours of 8:00 a.m. and 9:30 p.m.

The request has been submitted to City of Des Moines Development Services and a decision is scheduled to be made by close of business Thursday, February 18.

Extended Hours Notification - February 17 through February 20

IMCO General Construction received conditional approval this afternoon to work extended hours beginning tomorrow, Wednesday, February 17, through Saturday, February 20. During this period, they will be working from 8:00 a.m. to 6:00 p.m.

In approving the Contractor's request, Jason Sullivan, City of Des Moines Land Use Planner II, provided the following explanation:
"The request to work extended hours for Wednesday February 17, 2010 – February 20, 2010 is approved. Pursuant to condition number 12 of the SEPA MDNS, the contractor can work after hours provided that the request is supported by an Engineer certifying that the work is tidally influenced. The engineer of record has stated the best time to complete the work is during periods occurring outside of the normal 8am to 5pm work window. Therefore, the contractor has sufficiently demonstrated that the after hour work is tidally influenced and has provided the required Engineering certification and as such is authorized to work the extended hours. Provided that following conditions are imposed:
1. The construction site must be completely shut down for the day, to include turning off the construction lighting, by 6:30 PM each night.
2. The authorization is only from February 17, 2010 – February 20, 2010.
3. The contractor is required to comply with all noise requirements established by the City’s Municipal Code and WAC 173-60.
4. Construction lighting shall be directed away from the residential areas and limited to lighting need to safely illuminate the work zone as established by industry standards.
5. Daily noise monitoring reports demonstrating compliance with the City’s Municipal Code and WAC 173-60 must be provided to the City the next day following each night of work."

Project Update and Temporary Access Restrictions

Last Friday, February 15, the U.S. Army Corps of Engineers (USACE) and Washington Department of Fish and Wildlife (WDFW) granted an extension of the in-water work window to February 28, 2010 for work on the North Marina Combined Projects. This two-week extension will allow IMCO General Construction to continue with steel sheet pile driving in the area where the new bulkhead is on the water side of the existing bulkhead. Currently, they are driving piles in the area just west of the Marina Office. If IMCO is able to meet their pile driving goals during the next two weeks, they will have reached the point where the new bulkhead is to be constructed behind/land side of the existing bulkhead, thus allowing them to continue bulkhead construction out of the water. In order to meet these goals, IMCO will work the next two Saturdays (February 20 and February 27).

Beginning tomorrow, IMCO will also begin the storm drain upgrades involving the replacement/relocation of the 36” drain line and relocation of the 36” outfall. The majority of this work will take place in the area between the north end of the dry sheds and the Marina office, and in the area between the two dry sheds.

To ensure the safety of Marina visitors and construction workers, additional pedestrian and vehicle access restrictions will need to be in place at times during the next two weeks. Pedestrians wishing to access the Guest Moorage area and the M & N Docks will be required to use a new fenced walkway to the north of the Marina Office as the path between the Marina office and restrooms will be blocked at the west end of the breezeway. During this time, parking will be limited to the area on the east side of the dry sheds. Vehicles will not be allowed in the small parking lot behind the Marina office. Pedestrian and vehicle access to the area between the dry sheds and to the dry shed launch will also be prohibited during this two-week period.

The work scheduled to be accomplished during the next two weeks is key to a successful completion of the overall project. While the accompanying access restrictions may be inconvenient and frustrating, please remember that safety of both the workers and the public is the number one priority. Late Afternoon/Evening Work - Feb. 8 through Feb. 10

IMCO General Construction has received approval to perform pile driving activities at the Des Moines Marina from 8:00 a.m. to 9:00 p.m. Monday, Tuesday and Wednesday of this week (February 8, 9 and 10). Exceptionally high tides occur during normal work hours these three days. Per the Contractor’s request and Engineer’s concurrance, a portion of the Contractor’s pile driving work this week is best done during the low tide periods occuring outside the normal 8:00 a.m. to 5:00 p.m. work window. Pile driving work to be performed after normal work hours will require the use of a vibratory hammer. However, the impact hammer will not be used after normal work hours.

In providing conditional approval for IMCO to perform pile driving activities until 9:00 p.m., Jason Sullivan, City of Des Moines Land Use Planner II, stipulated that the contractor must still comply with all noise requirements established by the City's Municipal Code and WAC 173-60. The Contractor will be submitting daily noise monitoring reports demonstrating compliance with the noise ordinances. Mr. Sullivan further stipulated that construction lighting shall be directed away from the residential areas and limited to lighting needed to safely illuminate the work zone as established by industry standards. The construction site will be completely shut down by 9:30 p.m. each evening.

Construction at the Marina on Saturday

IMCO General Construction will be doing bulkhead construction (sheet pile installation) again this Saturday, February 6, from 8:00 a.m. to 5:00 p.m.  They will be working in the same area and performing the same activities as last Saturday.  (See previous post.)

Construction Work at Marina N-Dock Ramp Area

ATTN:  Tenants of M-Dock and N-Dock:

IMCO General Construction is planning to install sheet pile in the area of the N-Dock ramp on TUESDAY, FEBRUARY 9, AND WEDNESDAY, FEBRUARY 10.  In order to accomplish the installation, the N-Dock ramp will be temporarity lifted/removed and power will be shut down to both M & N Docks.  Access to the M and N Docks will be via the guest moorage ramp and southward on the float to N Dock.  

The contractor anticipates that the necessary work can be completed in 1 1/2 to 2 days, however, please be aware that if unforeseen circumstances arise, the access restriction and scheduled power outage may extend to the following day.
