Project Update and Notice of Extended Work Hours

July was a busy month at the Marina construction site! A portion of the western dry shed was demolished and the large concrete approach to the new travel lift bay/pier was constructed in its place. Bulkhead construction continued with installation of additional permanent ground anchors and concrete finishing work on the water side face of the pile cap. Fuel system upgrades took center stage during the month of July, as did additional underground utility work.

August 1st signals the re-opening of the in-water work window for the North Marina Combined Projects. The Federal and State permitting agencies that authorize elements of the project limit all “in-water work” to the period from August 1 through February 15. The purpose of this limitation is to meet the requirements of the Endangered Species Act and for the protection of the Puget Sound Chinook, steelhead, and bull trout. Beginning Monday, August 2nd, IMCO General Construction will start several phases of in-water work including dredging, installation of additional steel sheet pile/pipe piles, and installation of new floating docks. In addition, IMCO will continue their upland work including underground utilities, sidewalks, parking and landscaping improvements.

With in-water work resuming, tidal conditions will once again be a factor in scheduling of construction activities. IMCO General Construction has received approval to extend their work hours next week in order to perform dredging activities during the lower tides. Approved hours are as follows:
Monday, August 2 7:00 a.m. to 5:00 p.m. (regular hours)
Tuesday, August 3 5:30 a.m. to 4:00 p.m.
Wednesday, August 4 5:30 a.m. to 4:00 p.m.
Thursday, August 5 5:30 a.m. to 4:00 p.m.
Friday, August 6 5:30 a.m. to 4:00 p.m.
Saturday, August 7 6:30 a.m. to 4:00 p.m. (if needed)

Approval for the extended works hours included the following conditions:
  1. The Contractor is required to comply with all noise requirements established by the City’s Municipal Code and WAC 173-60; and
  2. Construction lighting shall be directed away from the residential areas and is limited to lighting needed to safely illuminate the work zone as established by industry standards.

While much work has been completed, there is still much yet to be done. Therefore, please continue to exercise caution when in the vicinity of the construction work zone. Fencing and barriers are in place for the safety of both Marina visitors/tenants and the construction workers.

If you have any questions regarding the project, please contact Doreen Torseth, North Marina Combined Projects Contract Administrator (206-212-6372) or the Marina Office (206-824-5700).

Dry Shed Tenant Launch Back in Service

IMCO General Construction has completed the rebuilding of the dry shed tenant launch and its connection to the newly constructed bulkhead.  As of today, limited tenant use of the dry shed launch is available (north lane/sling only). There will still be times in the future when IMCO will need to restrict use of the launch pier due to construction activities, i.e., handrail installation, asphalt paving, etc., but those should be minimal.

Please note that the west side of the west dry shed is still within the construction work zone. Therefore, tenant access to these units will require Marina staff escort.

If you have any questions, please contact the Marina Office (206-824-5700).

Project Update - July 1st

Construction continues at the Marina with several important milestones met in the past couple of weeks. Some of the completed work is clearly visible to those visiting the Marina; some completed work is not so visible, yet equally important.

  • New energy-efficient LED light fixtures have been installed in the North Parking Lot.
  • The final component of the new bulkhead, permanent ground anchors, were installed and tensioned in areas where the steel sheet pile and concrete pile cap were already in place. (As a reminder, the new bulkhead includes steel sheet pile, concrete pile cap and ground anchors.)
  • Dry shed tenant launch pier was partially re-built/attached to new bulkhead. As the launch pier is still in the middle of the construction zone, dry shed tenants will need to contact the Marina Office (206-824-5700) in order to have Marina staff launch/retrieve boats.
  • New 36” storm drain line and outfall have been installed. In addition to approximately 180 lineal feet of 36” concrete pipe, two large manholes and a new storm water filter were installed.
  • Two new areas of sidewalk were poured in preparation for construction of new security gate houses at M- and N-Docks.
  • Additional sections of concrete pile cap were poured. Nearly all steel sheet piles that were previously driven now have a concrete pile cap. (Once the in-water work window opens again on August 1st, the remaining sheet pile will be driven, pile cap poured and anchors installed.)
Beginning next Tuesday, July 6, another important phase of the project begins. A portion of the west dry shed building will be demolished in order to accommodate use of the new travel lift bay. Because this building contains lead-based paint, IMCO General Construction will be extending their construction fencing to further ensure they have a safe perimeter around the demolition area and will be incorporating appropriate demolition practices, personal protective equipment and monitoring specific to working with lead-based paint.

As various phases of work are completed and new ones begun, pedestrian and vehicle access to the dry sheds and Marina Office may change from time to time. Please be aware of signage and temporary construction barriers that have been placed for your safety and for the safety of those performing the work. As always, the project team is appreciative of your patience with construction-related changes and inconveniences.
