As a reminder, IMCO General Construction has been granted permission to work Saturdays (see post below) and will be working tomorrow, January 30, 2010, from 8:00 a.m. to 5:00 p.m.
Tomorrow’s construction activities will be similar to last Saturday, with the contractor using a vibratory hammer to drive the steel sheet pile to the design elevation. The contractor has also indicated that they may begin using the hydraulic impact hammer for pile driving at some point next week. As there are noise concerns when the use of an impact hammer is even mentioned, please be assured that noise levels will be monitored according to the Noise Monitoring Plan submitted by the contractor.

Saurday Work - January 23
The Federal and State permitting agencies that authorize elements of the North Marina Combined Projects limit all “in-water work” to the period from July 31 through February 15. The purpose of this limitation is to meet the requirements of the Endangered Species Act and for the protection of Puget Sound Chinook, steelhead, and bull trout. At the south end of the project area, the new steel sheet pile bulkhead is being constructed on the water side of the existing bulkhead and is considered “in-water work.”
In order to get as much of this section of the new bulkhead constructed by February 15, the contractor, IMCO General Construction, has requested and received approval to work Saturdays. Therefore, tomorrow, January 23, 8:00 a.m. to 5:00 p.m., IMCO will be installing sheet pile at the Marina in the area just to the west of the dry sheds.
In order to get as much of this section of the new bulkhead constructed by February 15, the contractor, IMCO General Construction, has requested and received approval to work Saturdays. Potential Late Afternoon/Early Evening Work
As you may have noticed, morning high tides have been extremely high the last few days and will remain fairly high the remainder of this week. Therefore, IMCO General Construction has received approval to perform pile driving activities at the Des Moines Marina from noon to 8:00 p.m. beginning Wednesday, January 20, through Tuesday, January 26.
IMCO's request for extended work hours stated, and the Engineer of Record concurred, that the best time for the pile driving work to occur is during low tide. In providing conditional approval for IMCO to perform pile driving activities until 8:00 p.m., Jason Sullivan, City of Des Moines Land Use Planner II, stipulated that the contractor must still comply with all noise requirements established by the City's Municipal Code and WAC 173-60. He further stipulated that construction lighting shall be directed away from the residential areas and limited to lighting needed to safely illuminate the work zone as established by industry standards.

Project Status Update - January 15, 2010
Bulkhead construction activities continued throughout December and the first part of January with IMCO General Construction installing steel sheet pile in the area between the existing Travel Lift pier to the south and N Dock to the north. This particular stretch of the new bulkhead will be made up of 45 foot and 20 foot interlocked steel sheet pile pairs. Pile driving will continue in this general area until mid-February. The photo to the right shows the initial placement of the first few 45' sheet pile pairs. The photo below depicts sheet pile pairs in various stages of installation as of the end of December. The 45' sheets are on left, with the 20' sheets on right almost totally submerged.
Underground utility work also took place during December. IMCO and their electrical subcontractor installed a new utility duct bank and new vault in the area just south of the west dry shed. Electricians spent a good portion of December re-routing utilities to the newly created duct banks. In addition, Marina staff also spent a significant amount of time moving the security gate control wiring and the CCTV fiber optic cables off the bulkhead and into the new duct banks.Upcoming work this winter will include the continuation of bulkhead construction, storm drainage improvements and fuel system upgrades.

Letter to Dry Shed Tenants - 12/23/2009
The following is a letter from Joe Dusenbury, Harbormaster, to dry shed tenants regarding access restrictions:
Dear Tenant,
Last month I sent a letter to all dry shed tenants notifying you of access restrictions due to the North Marina Combined Projects construction work in the area of the dry sheds, M Dock and N Dock. This letter is to provide you an update to the dry shed and dry shed launch access restrictions. IMCO General Construction, Inc. continues to make progress in installing the new bulkhead, with sheet pile installation currently in the area just south of M Dock and extending northward toward N Dock.
Although IMCO’s work zone remains the same, their normal work hours have changed to 8:00 a.m. to 5:00 p.m., Monday through Friday effective Monday, January 4, 2010. There may be dates when weekend or night work will be required; please continue to check the project website at http://desmoinesmarina.blogspot.com/ for up-to-date information on site conditions, closures, etc.
The following is a summary of access restrictions related to the construction:
• Parking is available on the east side of the dry sheds or south of CSR.
• During work hours, the sheds which open on the driveway between the buildings are not accessible.
• Access to the sheds facing Dock Street is not restricted.
• During work hours, access to the road between the office and the sheds will be restricted. Dry shed tenants who want to launch their boats during work hours will need to contact a Marina employee for assistance. Please call the Marina office at 206-824-5700 if you cannot find a staff person.
• After work hours and on the weekends (Saturday and Sunday), the dry sheds and the road between the office and the sheds will be accessible and tenants will not need to be escorted by a Marina employee. There will be a gate at the dry shed launch deck. The padlock on the gate is the padlock from the tug shack and will have the same code.
• For the few remaining tenants on the west side, your sheds will be accessible on the weekends (Saturday and Sunday) for inspection but not for launching. Those sheds can be accessed from the north end by the Office.
Thank you for your cooperation; we know that this is a difficult situation and the Marina staff will do everything possible to help you get out on the water.

As you have probably already noticed, the gangway to the M Dock has been removed. Access to both M and N Docks is through the N Dock gate, with a temporary walkway from N-01 to the north side of M Dock. M Dock tenants’ gate cards have been re-programmed to open the N Dock gate. Parking is available on the east side of the dry sheds along Dock Avenue. From this parking area, there is a pedestrian walkway along the north side of the Marina office to get to the N Dock ramp.
In order to install the sheet pile for the new bulkhead in the area of the N Dock ramp, on MONDAY, JANUARY 4, 2010, the N Dock ramp is scheduled to be temporarily removed/lifted and power to M and N Docks will be shut-off. Access to the M and N dock that day will be through the ramp from the Marina Office area down to the guest moorage area and then southward to the N Dock. The contractor anticipates that the necessary work can be completed in a single day, however, please be aware that if unforeseen circumstances arise, the access restriction and scheduled power outage may extend to the following day. Any changes to the scheduled access restriction/power outage will be posted to the project website at http://desmoinesmarina.blogspot.com/.

Planned Power Outage on Saturday, December 19
All power to the Marina will be shut-off on Saturday, December 19, beginning at 7:00 a.m., to accomplish utility upgrades in conjunction with the North Marina Combined Projects. The shut-off is expected to last approximately six to eight hours. There will be no fuel service during this time.
